Mini World Cup 2025 – Official Playing Rules

At Sporting Greystones FC, we are committed to fairness, fun, and football for all. These rules are designed to ensure a positive and inclusive experience for every player, coach, and supporter.
Core Principles
  • Equal Playing Time: Every player must receive equal time on the pitch. No exceptions.
  • No player may start as a substitute for two games in a row.
  • Respect: All participants – players, coaches, and spectators – must show respect to the referee and each other at all times.
  • The referee’s decision is final.
  • Positive Side lines: If you're shouting from the side lines, make sure it’s encouragement – not pressure

This is a fun, inclusive event. Please don’t shout instructions or criticism at players – let the kids play and enjoy the game.
Match Rules
  • Small-sided format applies to all age groups.
  • No offside rule in effect.
  • Goalkeepers may pick up back passes.
  • Throw-ins from the side lines.
  • Games are 15 minutes per half.
  • Shin guards (worn under socks) and football boots are mandatory.

Player Rotation – "Empty the Bench"
To ensure fairness:

  • Divide the match into timed periods based on the number of substitutes.
  • At the end of each period, rotate all substitutes onto the pitch.
  • This ensures every player gets equal playing time across the game.
    Tackling Rule (U10/U11 and above)
  • Any dangerous or poorly timed tackle will result in a 5-minute timeout for the offending player, enforced by the referee.
  • This applies even if it leads to an uneven number of players (e.g. 4v5) due to squad size.
    Match Outcomes & Points System
  • Win: 4 points
  • Draw: 2 points
  • Loss: 1 point

Group rankings are decided by:

  1. Total points
  2. Goal difference
  3. Goals scored
    Knockout Stage Rules
For Play-Offs, Quarter-Finals, Semi-Finals, and Finals:

If a match is level after full time:
  • Extra time: 5 minutes each way
  • If still level: Penalty shoot-out (3 per team)
  • If still level: Sudden death penalties

Quarter-final draws will be held after the group stages and based on final standings.
Mercy Rule – Promoting Enjoyable Games
  • If a team falls behind by more than 4 goals, they may add one extra player.
  • If the score line continues to grow, they may add two extra players.
  • If the goal difference drops to within 2 goals, the additional players must return to the bench.
  • This approach aims to keep matches balanced and enjoyable for all players.
    Goalkeeper Rules
  • All kick-outs and throw-outs are contested – no retreat lines, no automatic first-touch.
  • Goalkeepers must kick from the ground or throw the ball.
  • Kicks from the hand are not allowed – if done, the kick-out must be retaken.
    Age-Specific Rules

U7/U8
  • Format: 5-a-side
  • Own goals do not count. Restart with a referee drop ball into space.
  • No penalties awarded, even if fouls are clear.
  • All free kicks are indirect.

U9
  • Format: 5-a-side
  • All free kicks are indirect.

U10/U11
  • Format: 7-a-side
  • Free kicks are direct, unless the referee indicates otherwise.
  • 5-minute cool-down rule applies for dangerous tackles.

U12/U13
  • Format: 5-a-side
    • Free kicks are direct, unless otherwise specified.
      Team Composition & Fair Play
  • If one team has fewer players, managers should agree to play with equal numbers.
  • Players from a lower age group may be invited to assist, but:
  • Players cannot play for multiple teams within the same age group.
  • This ensures fairness and avoids team-stacking.
Let’s make this Mini World Cup a celebration of football, teamwork, effort, and joy. Thank you to every player, coach, and parent for helping us build a positive, respectful, and memorable event for all.
